Logistics Officer at Jesuit Refugee Services LTD/GT

Job Summary

By the authorization of the National Logistics Coordinator and under the supervision of the Project Director in the field, The Logistics Officer will facilitate the proper development of all JRS projects in Nigeria through the coordination of staff movements, their adequate housing, and above all a supply follow-up and organisation of material, both in the country office and in the bases.

Role/Mission

  • Plan and prepare the weekly activities of the logistics department as a whole.
  • Facilitate the movement of JRS personnel in the field: flight bookings, communication of departure and arrival times to staff and drivers.
  • Coordinate the transport of project equipment, receiving cargo ships.
  • Plan the movement of devices, track their maintenance and repair, as well as the generator and other devices.
  • Negotiate purchases, formalize agreements with local suppliers to secure supplies and reduce prices.
  • Prepare an orderly list for JRS goods and ensure contingency stocks.
  • Reception and accommodation of staff at the guesthouse.
  • Follow up of the maintenance of the office and the guesthouse.
  • Supervise the following support staff: drivers, maintenance workers, cooks and guards.
  • Establish evacuation plans and security policies.
  • Remain flexible in participating in JRS activities.
  • If necessary, accompany the Country Director for security purposes.
  • Write and submit to the National Logistics Officer a weekly and monthly report of activities as well as to the Project Director.
  • Report to the hierarchy any cases of loss or lack of material and produce a report.
  • Participate in weekly management meetings.
  • Help identify logistics issues and new opportunities.
  • Propose actions that are useful for improving the department.
  • Participate in the evaluation of the expected results of the department.

Required Profile 

Having a University Degree in the technical (or economic) field would be an asset.

Experience and Qualification

  • Have at least a minimum of three (3) years of progressively verifiable experience preferably in the field of logistics.
  • Proven work experience in multicultural and stressful environments.
  • Experience in writing detailed reports.

Qualities

Legal Advisor at Jesuit Refugee Services LTD/GT

Job Summary

The Legal Advisor is expected to provide on-call Legal Advice and have an experience and knowledge of the anticorruption and human rights fields with a strong commitment to human rights, protection of refugees, transparency and accountability.

The Legal Advisor defends and explains complex issues and advocates on these positions, think legally, analytically, strategically and effectively as he/she implements these attributes to support JRS Nigeria.

Role/Mission

  • Provide legal advice to JRS Nigeria and its beneficiaries through research, drafting legal notes, providing legal representation, participating in meetings and drafting minutes, on a broad range of legal issues, especially pertaining to the right of refugees in Nigeria.
  • Provide legal advice to JRS Nigeria concerning contracts as well as other legal queries.
  • Provide interpretation of international legal frameworks applicable in Nigeria to JRS Nigeria.
  • Conduct research and analysis on specific legal matters to support JRS Nigeria’s operations, as needed.
  • Assist the Project Director in carrying out comprehensive reporting of external activities, meetings, record keeping, and internal communication.
  • Maintains and expands a strong network amongst governmental authorities and other organizations (civil society organizations, NBA, etc.)
  • Facilitate trainings/workshops with relevant authorities on topics related to field activities.

Required Profile 

Have a university degree in law and a member of the Nigerian Bar.

Experience and skills

  • 4-5 years relevant work experience, preferably in international humanitarian law, international human rights law, and Nigerian criminal law.
  • Studied international law with a strong understanding of international humanitarian, human rights and criminal law.
  • Relevant work experience in international organizations and Nigerian organizations (e.g. civil society organizations, law firm).
  • Proven research and analytical skills; able to think critically and articulate legal arguments in a structured and professional manner.
  • Demonstrate leadership skills, active listening skills, initiative and personal discipline, etc.
  • Have good computer skills and mastery of MS Office tools.
  • Mastery of English (fluency in spoken and written language).

Compliance and Internal Control Officer at Jesuit Refugee Services LTD/GT

Introduction 

Jesuit Refugee Service (JRS), is faith-based Catholic International Organization working across 56 countries whose mission is to accompany, serve and advocate for the rights of refugees and IDPs in conflict zones, detention centers, camp and urban settings, and on remote borders. JRS provides psychosocial support programmes in detention centres and refugee camps, provides humanitarian relief in emergency displacement situations, Education and livelihoods programmes, provides skill development and opportunities for integration into host communities. 

Job Summary

The Compliance Officer will monitor the performance of all financial and operational functions within JRS project and ensure that financial and operational activities are in compliance with Nigeria’s laws, donor's rules and regulations, and JRS policies and standards.

The Compliance Officer will be responsible for implementing JRS and donor procedures in the field, safeguarding financial data and supporting financial administrators, requires regular field trips to Taraba to organize audit and also works in support of the National Finance Coordinator.

Role/Mission

Internal and External Audits:

  • Conduct quarterly internal controls on documentation (accuracy, consistency, adherence to procedures);
  • Facilitate the preparation of audits;
  • Under the supervision of the National Director, monitor internal and external audits and draw relevant lessons;
  • Facilitate the implementation of audit recommendations;
  • Conduct market research on frequent purchases and make a comparison;
  • Prepare a monthly compliance report;
  • Keep and archive the list of internal incidents (revealed by day-to-day management, internal or external audits).

Compliance with Procedures: 

  • Ensure implementation and adherence to JRS’ procedures and donors’ procedures;
  • Ensure dissemination, understanding and updating of procedures in the field;
  • Propose revisions of procedures as needed.
  • Ensure Safekeeping of Documentation and Feedback to Donors and the Flow of Information
  • Ensure that transfer of documentation and, more precisely, feedback to donors or Regional Offices are in due time;
  • Ensure that financial, logistic and administrative information and documents are properly organized as well as safeguarded in a physical and electronic way. 
  • Facilitate the implementation of a national archiving system;
  • Work with the different departments on promoting a common system of sharing information and ensuring compliance and maintenance of the system;
  • Prepare specific documentation summarizing the situation of donor financing and levels of expenditure.
  • Support to the National Finance Coordinator: 
  • NAVISION (financial monitoring tool for administrators), respect of donor assignments and financial monitoring. 
  • Ensure the compliance of information with budget and code compliance.
  • Ensure that financial monitoring is done before 15th of each month.
  • Participate in the implementation of financial tools.
  • Participate in the analysis of the gap between Financial Monitoring and Budget.
  • Participate in the planning and budgeting process at the Regional Office.
  • Participate in the preparation of the annual budgets of the organization, optimizing the allocation of resources for the particular expenses, according to the restrictions of subsidies and the needs of the program.
  • Ensure expenses and cash flow against the budget.
  • Management control: monitoring of fraud, market prices, etc.
  • Assist the country office in monitoring and controlling invoices.
  • Support the National Financial Officer in the preparation of the Country Office's annual budget and in the budget revision during the year.
  • Participate in the implementation of financial tools of the country office.

Required Profile 

  • Bachelor’s degree in Accounting or Business management or any related discipline. An advanced degree is preferred.
  • Professional certification in Accounting and internal Audit.

Experience and Skills

  • Four (4) years of experience in compliance, risk management and audit required.
  • Extensive familiarity of program grants rules and regulations.
  • Experience in international development programs preferred.
  • Knowledge in Proposal Preparation and Budgeting of Financial Projects and Reports.
  • Excellent planning, management, and organizational skills.
  • Proven leadership and interpersonal skill.

Job Summary

  • Provide leadership in routine data management operations including supporting timely data collection and entry, data quality at all data points, processing, cleaning, analysis and managing the project databases.
  • Provide support to research data collection and analysis efforts by the project including special initiatives, outlined surveys, studies and evaluations.
  • Participate in preparing for and playing a key role in data review meetings and writing donor reports and participating in dissemination forums

Role/Mission

  • Ensure timely collection, processing, entry, processing, review, and collation of project data for relevant indicators.
  • Perform data cleaning and verify the authenticity and accuracy of the data before reporting to the donor.
  • Work closely with M&E and IT teams to develop and/or review project data management systems including data security, analysis plan, dissemination aids and templates.
  • Provide technical assistance to build the capacity of M&E staff in database design, development and implementation, data management, analysis, and reporting.
  • Develop and implement a capacity-building plan for field projects in data management including analysis, use and dissemination.
  • Develop and implement a mentorship programme for health care workers and other data handlers on use of reporting tools.
  • Contribute to development of in-depth analysis for publications, advocacy, proposal writing and presentation to various audiences as need arises.
  • Under the guidance of technical team leads, conduct in-depth and robust data analysis and presentation using appropriate software.
  • Participate in project led special initiatives, surveys and studies and providing technical assistance in data management and report writing.
  • Assist in writing of quarterly and annual project reports,  processing, review, and submission of project data.
  • Assist in writing/editing guidelines/SOPs for data entry, management, and analysis.
  • Provide technical guidance in strategies for improving the quality of data from health facilities and the community, and overall data dissemination and utilization at project level.

Required Profile

Have a University Degree or Master’s degree in Public Health, Biostatistics, Information Systems or any related field.

Experience and Skills

  • Have a proven work experience of at least Five (5) years in database management, administrative or IT management and in a humanitarian organization.
  • Experience in data collection, administering questionnaires and conducting interviews, and data entry.
  • Excellent understanding of database design and development, database programming.
  • Knowledge of data visualisation and business information software.
  • Computer literacy, particularly in the use of MS Office.
  • Excellent data management and analysis skills.
  • Good writing and verbal communication skills

Qualities
